The Realities
- All requirements and SM Conference MUST be completed before Candidate's 18th birthday
- If a Board of Review cannot be held before the Candidate's 18th birthday
- An Eagle Board may be convened within 3 months following the 18th birthday
- If a Board of Review cannot be held before the Candidate's 18th birthday + 3 months
- An Eagle Board may be convened after the Candidate's 18th birthday + 3 months and before the Candidate's 18th birthday + 6 months. A letter of explanation from the Eagle Board Chairperson must accompany the application to Council. This letter must explain the extenuating circumstances that caused the delay in holding the Eagle Board of Review. Approval is not guaranteed - approval is at the descretion of Council/National Advancement Committee.
- If a Board of Review cannot be held before the Candidate's 18th birthday + 6 months
- An Eagle Board may not be convened after the Candidate's 18th birthday + 6 months without prior written approval from BSA National Advancement Committee. If this is a real concern, please provide an early warning to the District Advancement Committee.
The Technicalities
- Unit Committee Chairperson assigns Eagle Board Chairperson
- Unit may request but not require District Advancement Rep act as Board Chairperson
- Unit may request additional District Advancement representation
- Eagle Board requires minimum of 3 members ( District Advancement Rep + 2 )
- Eagle Board is limited to maximum of 6 members ( District Advancement Rep + 5 )
- Eagle Board members are not required to be Committee Members
- Eagle Board members must understand the importance of Eagle Rank
- Scoutmaster and Assistants may not serve on an Eagle Board of Review
- Scoutmaster and other guests may attend at discretion of the Board/Candidate
- Parents or Guardians may not serve on an Eagle Board of Review
- Scoutmaster and other guests may not participate in Board of Review
- Unit may request District Advancement hold an Eagle Board of Review
- Eagle Board should review Candidate materials 30 minutes before arrival of Candidate
The Nitty-Gritty
- District Advancement is required to verify all candidate advancement materials before Board of Review begins, however, circumstances may require a more thorough review of candidate materials before scheduled Board of Review date. Advancement materials include, but are not limited to:
- Current Active membership verification:
- Current Unit roster listing candidate name and ID# -or-
- Current Membership card
- Merit Badge verification:
- Candidate copy of blue merit badge cards -and-
- Copies of Unit advancement records listing merit badges earned -and/or-
- Transfer record
- Rank Advancement verification:
- Copies of Unit advancement records showing advancement and dates -and/or- Transfer record -and possibly-
- Candidate's Scout Book showing advancement and dates
- Completed Eagle Application ( see Application )
- Completed Eagle Project Booklet ( see Project )
- Listing of positions which demonstrate leadership as a Life Scout for 6 months ( collective )
- Statement of 'Ambitions and Life Purpose' ( Application Item 6 )
- Letter of Recommendation -- Unit Leader
- Letters of Recommendation -- Community
- Listing of Candidate's accomplishments, honors and awards
- Scoutmaster and Guests should be seated behind candidate so as not to distract him.
The Review
- District Advancement Rep should explain basic ground rules to all in attendance
- Scoutmaster or designee should introduce candidate to board members
- Board begins review with Candidate
- A Board of Review is not a test of knowledge and skills.
- Length of an Eagle Board should allow for the answering of all questions and answers.
- Board completes review with Candidate
- Candidate and Guests are asked to leave while Board forms a decision
Board Discussion and Vote
- District Advancement Representative does not have a vote
- A Positive Decision of Eagle Board MUST be unanimous
- A Negative Decision of Eagle Board MUST be have a proper reason
- Candidate is asked to return and informed of decision
Housekeeping
- IF Candidate meets the Eagle Requirements
- Eagle Board Chairperson signs and dates Application
- District Advancement Representative signs Application for District
- District Advancement Representative signs Application for Council
- Eagle Board Chairperson fills out and dates Advancement form
- Eagle Rank Advancement is to be the only item listed
- Board members sign Advancement form
- Eagle Board Chairperson arranges to deliver to Council:
- Completed Eagle Application
- Completed Advancement form
- Completed Council Form
- Project book and other materials are to be ________________________________
- Letters of Recommendation are to be ___________________________________
- IF Candidate does not meet the Eagle Requirements
- Candidate is informed of the reason(s) for his failure to qualify
- A discussion will continue explaining how the candidate may meet the requirements
- A time frame is established for the candidate to meet the requirements
- An acknowledgement in writing will be provided to all participants
- IF the candidate is 18 or if the requirements cannot be met before the candidate is 18
- An automatic appeal is initiated by the District Advancement Rep
- An acknowledgement in writing will be provided to all participants
- IF the candidate does not agree with the decision of the board:
- District Advancement Representative explains the appeal process
- An appeal may be initiated by the Candidate, Unit Leader, Parent/Guardian or other interested party
- An acknowledgement in writing will be provided to all participants
